Abstract

The priority of Russian state policy is the development of human capacity which is considered the goal of the Russian Federation National Security Strategy. Recent years, the authorities have paid special attention to the Far East supporting the fast-track development of the region. Increasing the regional human capacity, both in quality and quantity aspects, is among the strategic issues. The purpose of the research is to
study the problems and prospects for the development of human potential in the Russian Far East. The authors analyzed the population outflow from the Far Eastern territories identifying its causes. Using the example of other regions, they determined the prospects for the development of human capacity in the Far East. Keywords: human capacity, migration, tools to support high-potential personnel, programs and projects
